
A high-speed chase through Milwaukie and Portland early Friday morning culminated in the suspect, identified as 42-year-old Loony John Franklin Toon of Portland, fleeing on foot after allegedly firing shots at pursuing officers. The incident began around 2:45 a.m. when a Milwaukie police officer noticed a dark-colored SUV swerving between lanes on SE Hwy 224.
After pulling the vehicle over on the 11000 block of SE Oak St., officers discovered that Toon had an active felony warrant. Concerned about the severity of the warrant and the risk of escape, they deployed a spike strip behind the SUV’s rear tires and positioned their patrol cars to block any potential getaway.
Despite these precautions, Toon reversed the SUV into a police vehicle and fled, driving over the spike strips and reaching speeds of up to 80 mph. During the chase, he fired multiple shots at the officers, but fortunately, no injuries were reported and no police vehicles were hit.
The pursuit ended on the 2600 block of SE Tacoma St. in Portland when the SUV, hindered by deflated rear tires, came to a stop. Toon then exited the vehicle and fled on foot into the Eastmoreland golf course, while a female passenger stayed behind and cooperated with law enforcement.
By 8:30 a.m., police informed residents in the Eastmoreland neighborhood that they could safely leave their homes. Officers established a perimeter around the golf course, and both the Special Emergency Reaction Team (SERT) and the Crisis Negotiation Team (CNT) were deployed to search for Toon.
