
Authorities have announced the rescue of two teenagers during a human trafficking sting operation in Northeast Portland, which resulted in the arrest of nine individuals. The operation took place in February, focusing on a corridor along NE 82nd Avenue and NE Sandy Boulevard after community complaints prompted police attention. Investigators noted an increase in “activity related to sex trafficking” in the area.
Human trafficking can often be difficult to detect, but there are several common signs that individuals can look out for. Victims may appear fearful, anxious, or submissive. They might avoid eye contact or seem overly compliant or afraid to speak for themselves. Individuals may have little to no control over their own identification documents, money, or personal belongings. They might be accompanied by someone who seems to be controlling their movements.
In addition, physical signs of abuse or neglect maybe present, such as bruises, injuries, or poor hygiene. Victims may also show signs of malnourishment or fatigue. Victims may be isolated from their friends, family, or community. They might be living in a situation where they are not allowed to communicate freely with others.
Multiple agencies collaborated in this effort, leading to the arrests on charges of commercial sexual solicitation and unlawful procurement of prostitution. The individuals arrested include:

– Alexander Davidoff, 33, Portland, Ore.
– Cesar Gorgonio Lopez, 40, Vancouver, Wash.
– Billy Hanen Jr., 52, Portland, Ore.
– Serhii Muntian, 39, Happy Valley, Ore.
– Broderick Nelson, 39, Vancouver, Wash.
– Jamon Pettit, 60, Camas, Wash.
– Silas Reima, 22, Portland, Ore.
– Sandeep Varala, 26, Vancouver, Wash.
The ages of the rescued teens have not been disclosed, but police confirmed that they have been reunited with their families. Investigators also reported towing one vehicle during the operation, which led to further information regarding potential suspects involved in sex trafficking and ongoing investigations related to the issue.
