
The City of Portland welcomed Sylvester Donelson, Jr. as its new chief procurement officer last week, following a nationwide search to fill the role. Donelson, who officially began his position on Oct. 14, 2024, steps into the role after the departure of Biko Taylor earlier this year. A seasoned procurement professional, Donelson brings extensive experience in public sector leadership, where he has consistently enhanced operational efficiency and championed equitable procurement policies.
As the City’s chief procurement officer, Donelson is responsible for overseeing procurement activities, ensuring that public spending aligns with Portland’s goals of equity and sustainability in contracting. His prior roles include director of procurement for the San Joaquin Regional Transit District, procurement officer for the Sacramento Housing and Redevelopment Agency, and chief procurement officer for the County of Santa Barbara. In these positions, Donelson implemented innovative procurement strategies that led to significant cost savings and operational improvements, as well as the creation of a five-year strategic plan to streamline purchasing processes.
“I am thrilled to join the City of Portland,” Donelson said. “I look forward to working with the team to implement effective procurement practices that not only meet the city’s needs but also uplift our local businesses and champion inclusive, equitable, and sustainable economic development.”
In his new role, Donelson will regularly present reports to City Council and work closely with elected leaders, bureau directors, financial and legal staff, and external stakeholders, including community groups, contractors, and vendors. His leadership will help guide the City’s investments in construction projects, goods, and services, with a particular focus on businesses owned by women, Black, Indigenous, and people of color.
“Sylvester is an accomplished leader whose track record demonstrates his dedication to improving procurement practices and advancing equity,” said Sara Morrissey, Deputy City Administrator for City Operations. “His skills and vision make him the right choice to lead our procurement efforts and drive initiatives that support both the City’s operational goals and our values of equity and sustainability.”
Morrissey also acknowledged Kathleen Brenes-Morua for her leadership as interim chief procurement officer during the transition period, stating, “I’d also like to extend my gratitude to Kathleen Brenes-Morua for her exemplary leadership as interim chief procurement officer following Biko Taylor’s departure earlier this year, ensuring a smooth transition during this critical time.”
Donelson holds a Master of Public Administration from California State University, East Bay, and has completed extensive training in construction management and procurement best practices.
