Call For Artists: Portland Seeks Public Art Proposals For CityFleet Facility On Swan Island

The City of Portland is inviting artists and artist teams to submit qualifications for two major public art opportunities at its new CityFleet facility on Swan Island. Submissions are due by Monday, Nov. 24, 2025.

The Regional Arts & Culture Council (RACC), in partnership with CityFleet and the Office of Arts & Culture, is leading the selection process for two separate commissions. Each project carries a budget of $150,000 and is funded by the City’s Percent for Art Program, which allocates up to 2% of qualifying infrastructure budgets to public art.

Artists may apply for one or both of the opportunities using the same application. The commissions include the design and fabrication of artwork for two functional aluminum gates and a large-scale sculpture intended for installation at the site.

CityFleet is relocating from its historic Kerby Garage in Southeast Portland, built in 1922, to a newly renovated warehouse on Swan Island. The new headquarters spans more than 105,000 square feet and includes 125 parking stalls. The area is surrounded by industrial and commercial neighbors such as FedEx, Maletis Beverage, the Swan Island Wholesale Flower Market, and Portland Community College’s Swan Island Trade Center.

The Swan Island site has a layered history—once a significant location for Portland’s industrial growth and, before that, the traditional lands of the Multnomah, Clackamas, and Cowlitz peoples.

Selected artworks should support one or more of the following project goals:

• Create an inviting and supportive space for staff and visitors

• Reflect a sense of place through natural, historical, industrial, or cultural themes

• Honor the legacy of industry and trade workers

• Acknowledge CityFleet’s role in maintaining essential city services
