Multnomah County Property Tax Payments Due November 15

    Property owners in Multnomah County are reminded that property tax payments for the year 2023 are due by November 15, 2023. The county has commenced the process of mailing approximately 300,000 real and personal property tax statements and value notices to property owners, with expected delivery by Wednesday, November 1.

    These property taxes are vital for funding local services provided by school districts, cities, fire departments, the Port of Portland, and other agencies within Multnomah County. The county collects property taxes on behalf of 62 special tax districts in accordance with state law.

    Property Tax Deadline and Discounts

    It’s essential for property owners to note that Oregon state law mandates the November 15 deadline for property tax payments. Delinquent taxes are subject to interest charges, and Multnomah County does not have the legal authority to extend the payment deadline or waive interest charges on late payments.

    Property owners have the opportunity to receive discounts by paying their property taxes in full. Those who pay the full 2023 property tax by November 15, 2023, or submit a full payment postmarked by that date, will receive a 3 percent discount. Taxpayers who pay two-thirds of the 2023 property tax by November 15, 2023, or have the two-thirds payment postmarked by that date, will receive a 2 percent discount.

    Alternatively, property taxes may be paid in three one-third installments, without a discount, with deadlines on November 15, 2023, February 15, 2024, and May 15, 2024.

    Payment Options

    Property owners have several payment options to choose from:

    Online: Visit Proptax.multco.us for various online payment options, including electronic checks. E-check is the safest and most convenient option, and it costs less than purchasing a stamp. Convenience fees apply.

    By Phone: Call 1-833-610-5715 to make payments by phone (third-party fees apply). The automated phone system is available 24/7, offering options for electronic checks, credit, and debit card payments. Convenience fees apply.

    Dropbox: Contact-free payment drop boxes are available at various locations from November 10 to November 15. Accepted payment method is checks only, no cash.

    • Multnomah Building: 501 S.E. Hawthorne Blvd., Portland, OR 97214

    • Gresham Library: 385 NW Miller Avenue, Gresham, OR 97030

    • Parkrose Neighborhood: 4390 NE 102nd Avenue, Portland, OR 97220

    • Former Green Zebra Grocery: 3011 N Lombard St., Portland, OR 97217

    In-person: Payments can be made in person at the Multnomah County Division of Assessment, Recording, and Taxation Office, located at 501 S.E. Hawthorne Blvd., Portland, OR 97214, Suite 175 on the first floor. Please note the following:

    • Masks are welcome but not required.

    • Payment hours are 8:30 a.m. to 4:30 p.m.

    • Wait times may be longer than usual.

    By Mail: Send a check to P.O. Box 2716, Portland, Oregon 97208-2716. Payments must be postmarked by Wednesday, November 15, to be considered timely. It’s advisable to mail payments early to ensure timely postmarking.

    Property Account Information

    For specific property account information, including values, taxes, and balances due, property owners can visit www.multcoproptax.org. The county is working diligently to process all tax payments in the order they are received. If your payment has not been processed by Friday, December 1, you can inquire by calling 503-988-2225.

    Additional Information

    Please note that all Multnomah County offices will be closed on November 10, 2023, in observance of Veterans Day.

    For questions about the tax statement, property owners can refer to the guide included in the envelope with the statement, which explains various aspects of the statement, payment methods, and other information. This document is also available on the county’s website in six languages other than English at multco.us/tax-statement.

    If property owners receive a yellow statement, it means another party has requested this bill, such as a mortgage company or the Oregon Department of Revenue. In such cases, it is advisable to check with the other party before making a payment.

    Additionally, property owners now have the option to receive their property tax statements via email by opting for paperless billing. More information and instructions for setting up paperless billing can be found on the county’s website.

    Appealing Property Tax

    Property owners have the opportunity to appeal the Real Market Value and/or the Assessed Value of their property with the Board of Property Tax Appeals through January 2, 2024. The Board will hear appeals starting in February 2024 and continuing through April 15, 2024. To initiate an appeal, call 503-988-3326 to receive a petition or brochure outlining the appeal process.
