Multiple Arrests Made In Human Trafficking Missions In December

In a series of proactive operations aimed at combating human trafficking, the Portland Police Bureau’s Human Trafficking Unit (HTU) achieved multiple arrests during the month of December. Through targeted buyer suppression and directed patrol missions, law enforcement officials made multiple arrests and initiated efforts to support survivors. A press release stated, “If you or someone you know is being labor or sex trafficked, please call 911 or report tips to [email protected].” The National Human Trafficking Hotline is 1-888-373-7888.

During the missions conducted by the Human Trafficking Unit, a total of 300 individual contacts were made with potential buyers who responded to online decoy advertisements. These decoys acted as a crucial tool in identifying and apprehending individuals involved in the illegal sex trade. Additionally, three vehicles were towed as part of these operations.

The primary focus of these missions was to disrupt the demand for commercial exploitation by targeting buyers who fuel the perpetuation of human trafficking. By engaging with potential buyers, law enforcement also aimed to deter and discourage such criminal activities while simultaneously providing opportunities for intervention and support.

Throughout the operations, six women who were believed to be victims of human trafficking were successfully contacted. They were offered immediate services and ongoing advocacy assistance. HTU had assistance from East, North, and Central Precincts, Public Safety Support Specialists, Air Support Unit, Narcotics and Organized Crime, Special Resources Division, Federal Bureau of Investigations, Multnomah County Sheriff’s Office, Multnomah County Probation and Parole, Multnomah County District Attorney’s Office, and community advocates.

A press release put out by law enforcement stated that buyers who were cited for Commercial Sexual Solicitation (CSS) were given the opportunity to connect with a local community organization known as Epik Project. This organization is dedicated to disrupting the demand for commercial exploitation and addressing the forces that enable it within our respective communities.

The following individuals were arrested or cited for ORS 167.008 Commercial Sexual Solicitation (CSS), Attempted CSS, Portland City Code 14A.40.50 Unlawful Prostitution Procurement Activities (UPPA), and/or any additional noted charges:

  • Jeremy Howard, 49, Portland
  • Eduardo Ibarra Galindo, 41, Vancouver
  • Henry Kiragu, 36, Tacoma
  • Diego Murguia, 24, Vancouver
  • Cyrus Niermann, 22, Beaverton, Escape III, Interfering with a Peace Officer
  • Mario Panjoj-Chitic, 27, Portland
  • Sunney Slayton, 51, Gresham
  • David Strine, 40, Portland
  • Loren Ware, 31, Milwaukie
