At the Multnomah County Courthouse, a judge ordered 68-year-old Paul Rivas to be committed to the Oregon State Hospital for a minimum of two years due to the severity of his actions during a vehicle rampage.
On January 25, 2021, Rivas went on a reckless driving spree, colliding with multiple vehicles, cyclists, and pedestrians, resulting in the tragic death of one woman. In court, the state sought Rivas’ commitment, labeling him as an “extremely dangerous mentally ill person.” The judge agreed with the state’s petition, mandating Rivas’ confinement for 24 months at the state hospital. After this period, the state will need to file another petition to assess the possibility of recommitting him, contingent on Rivas’ mental health evaluation.
During the rampage, Rivas struck and injured two cyclists and six pedestrians. According to the Portland Police Bureau, he also hit another individual, but it remains unclear whether that person was inside or outside their vehicle at the time of the incident.
One of the most harrowing accounts from the day involved 77-year-old Jean Gerich. Witnesses testified that Rivas ran over Gerich while she was walking on the sidewalk, only to make a U-turn and run over her again, dragging her beneath the vehicle. A retired pediatrician who witnessed the horrific event recounted his attempts to provide first aid to Gerich.
Sadly, Gerich succumbed to her injuries later at the hospital. Described by her family as a vibrant mother and grandmother, Gerich was a cherished member of the Portland community. Her children expressed their grief, stating that they feel their mother did not receive the justice she deserved following such a devastating loss.
