Multnomah County Launches National Search For Preschool For All Director

Multnomah County has launched a nationwide search for a new director to lead its Preschool & Early Learning Division (PEL), aiming to find a strategic and passionate leader to expand its landmark Preschool for All (PFA) program.

The voter-approved initiative provides high-quality, tuition-free, and culturally responsive early learning opportunities for all 3- and 4-year-old children in the county. Since its inception, PFA has emerged as both an educational and economic force—easing the financial burden on working families while investing heavily in early childhood providers, infrastructure, and workforce development.

The next director will oversee the program’s continued expansion, which grew by more than 70% in the past year and is projected to serve over 11,000 children annually by 2030—the number needed to achieve universal preschool access in the county. The role includes managing a $163 million operating budget and leading a multicultural workforce in collaboration with a broad network of community partners, educators, parents, and local and state leaders.

“Preschool for All needs strong leadership to reach its goal of providing seats for every preschooler in Multnomah County,” said Chief Operating Officer Christopher Neal. “We will not stop until we find a leader with the drive, expertise and heart to help us continue growing the universal program this community demands and deserves.”

The director will serve as a highly visible early learning leader, charged with providing strategic direction, project oversight, and coalition-building to guide the program into its next phase. A critical focus will be building and sustaining partnerships with families, preschool providers, and stakeholders—particularly those from Black, Indigenous, and other communities of color.

The program already reflects a strong commitment to equity: 65% of enrolled children identify as BIPOC, and more than 30% of current seats were newly created to meet the needs of underserved communities.

Preschool for All was approved by more than 64% of voters and is designed to build a universal preschool system centered on equity, quality, and access. By investing in local providers, facilities, and the early learning workforce, the program aims to meet the needs of all families by 2030.

Economists estimate that high-quality preschool generates a return of $7 to $10 for every dollar invested. PFA is expected to create hundreds of jobs, direct millions of dollars to local providers, and support businesses by providing free, high-quality child care for working families.
