Angela Henderson Joins County Health Department As Deputy Director of Strategy, Policy, Racial Justice And Equity

Angela Henderson, a seasoned public servant with more than three decades of experience, recently joined Multnomah County’s Health Department as Deputy Director of Strategy, Policy, Racial Justice and Equity.

In her new role, Henderson will lead the development and implementation of department-wide frameworks that integrate racial justice, equity, and community partnership across all aspects of the Health Department’s work. A central responsibility includes building and managing the Office of Health Equity, which plays a critical role in expanding and strengthening the department’s internal and external equity efforts.

“My approach is always centered on equity, grounded in collaboration and sustainable impact, and propelled by a deep responsibility to the communities we serve,” Henderson said.

Henderson will serve on the department’s executive leadership team, working closely with Deputy Director of Operations Valdez Bravo and Director Ebony Clarke. Together, they will guide strategy, equity, and operational excellence as foundational elements of departmental policies, programs, and decision-making.

Her public service career includes more than 30 years across federal, state, and local agencies, with a consistent focus on policy development, strategic planning, and equity-centered programs. Most recently, she served at the City of Portland’s Bureau of Environmental Services, where she held multiple leadership roles including Interim Deputy Director and Equity Manager. There, she oversaw regulatory compliance, environmental protection, and initiatives designed to elevate public health through an equity lens.

Outside of her professional life, Henderson finds joy in time spent with family—cooking, celebrating milestones, sharing laughter, and creating lasting memories. She enjoys mental challenges like crosswords and Sudoku, escaping into books, and immersing herself in nature through walks and camping. Her favorite activities also include volleyball, softball, and traveling to explore new cultures and experiences.
