Metro Council is poised to make a landmark decision in January regarding a comprehensive $300 million proposal to transform the 53-acre Portland Expo Center into a modern sports and cultural complex. The ambitious project aims to revolutionize the currently underutilized space, which primarily hosts local trade shows, into a dynamic venue that could attract the multi-billion-dollar sports tourism industry to Portland.
The proposed development envisions a versatile facility featuring two ice rinks, multiple courts for basketball and volleyball, and the potential for a future 200-meter indoor track. The current structure could accommodate up to 18 basketball courts or 24 volleyball courts for tournaments, while providing regular weekday access for club and league sports. The project’s financial breakdown includes approximately $75 million for athletic and entertainment facilities, plus an additional $67 million allocated for community parks, playgrounds, and parking infrastructure.
A crucial aspect of the redevelopment plan centers on honoring the site’s significant historical importance. The location carries deep connections to Oregon’s Black history and Indigenous communities who lived along the Columbia River. The site’s past also includes its role as a Japanese American internment “waystation” during World War II, and its proximity to Vanport, a predominantly Black neighborhood destroyed by flooding. Planners have committed to incorporating these historical elements into the design, featuring a community center, park, and garden that will serve as central gathering spaces.
The new complex is designed to be a year-round destination, offering facilities for both competitive events and recreational activities. This transformation would create a regional sports hub capable of hosting major tournaments while serving local community needs through regular programming and facilities access. Metro Council’s final decision will be determined through two meetings scheduled for January 8 and 9, where they will evaluate the comprehensive proposal that could fundamentally reshape this historic Portland landmark into a modern, multi-purpose facility.
