75 New Affordable Homes Set To Begin Construction In North Portland

Financing has closed on the Strong Family Apartments, allowing developers Community Development Partners (CDP) and Self Enhancement, Inc. (SEI) to begin construction on 75 affordable homes ranging from one to three bedrooms. The new development is located at the prominent corner of N. Alberta Street and N. Williams Avenue in Portland’s Humboldt neighborhood.

The Strong Family Apartments, designed by Holst and built by Colas Construction, will provide affordable housing with 11 units designated for households earning under 30% of the area median income (AMI). The remaining units will be regulated at 60% AMI. The project is subject to the N/NE Preference Policy, which aims to address displacement by prioritizing renters whose families have historical ties to the neighborhood.

In addition to housing, the development will feature a variety of on-site amenities, including a large outdoor courtyard, a private playground area, an indoor community room, and laundry facilities. These amenities are designed to foster a sense of community among residents by providing spaces for events, classes, informal gatherings, and recreational activities. SEI will offer resident services and outreach with a focus on supporting African American families earning 30% AMI or below.

“Utilizing the N/NE Preference Policy list, this development will prioritize housing those whose families have been displaced by urban renewal’s legacy in North and Northeast Portland,” a representative from SEI said.

The project is funded by the Metro Housing Bond, which is contributing to over 2,046 affordable homes in Portland and has already exceeded many of its major goals. “Thank you to the voters for supporting affordable housing!” the developers noted.

Furthermore, CDP and SEI have acquired the neighboring Abbey Lot to develop eight homeownership units regulated at 60-100% AMI. This expansion aligns with the N/NE Oversight Committee’s efforts to provide more affordable housing options in the area. The development is supported by financing through the Metro Bond and Interstate Corridor Tax Increment Financing.

Located at a historically significant intersection and on property purchased from longtime neighborhood residents, the Strong Family Apartments represent a commitment to honoring the community’s past while building a more inclusive future for North and Northeast Portland.
