City Of Portland Seeking Members To Serve On Development Review Advisory Committee

The City of Portland is currently seeking applications from land use planning professionals who are interested in serving on the Development Review Advisory Committee (DRAC). The committee plays a crucial role in providing advice and input on development projects and guiding the permitting process within the city. The City encourages individuals from diverse backgrounds to apply, including persons of color.

The DRAC serves as an advisory body to the Bureau of Development Services (BDS) and other relevant city bureaus involved in construction-related permits. It aims to ensure a timely, predictable, and accountable development review process that aligns with the City’s goals for land use, transportation, housing, economic development, neighborhood livability, and the environment. The committee advocates for the fair and consistent application and implementation of regulations.

The committee provides public input into the development review process by offering leadership, expertise, and feedback on potential regulations and administrative rules. It recommends changes to regulations and administrative rules, monitors their effectiveness, suggests improvements to customer service and compliance, and advises on review processes and procedures. The DRAC also provides input on budgetary matters to ensure sufficient resources are allocated for development review services.

The Bureau of Development Services provides staff support to the DRAC. While BDS administers and enforces regulations related to development, other city bureaus such as the Bureau of Planning and Sustainability, Bureau of Environmental Services, Portland Bureau of Transportation, Portland Water Bureau, Portland Fire and Rescue, and Portland Parks and Recreation’s Urban Forestry staff are also involved in development review and permitting.

To be eligible for the DRAC, applicants must reside, work, worship, do business, or engage in recreational activities in the City of Portland. The committee consists of 17 members representing various aspects of the development community, neighborhoods, and other relevant interests. The current opening is specifically for a land use planning professional.

The City of Portland is particularly interested in applicants who can bring perspectives and insights from communities of color. The Bureau of Development Services aims to create systems, processes, and services that work equitably for all residents. Applicants who believe in the value of public participation, racial equity, and collaborative decision-making are encouraged to apply.

DRAC meetings are typically held on the third Thursday of each month from 8 to 10 a.m. Currently, all meetings are conducted online via Zoom. Members serve a three-year term with the possibility of renewal for an additional three years. Regular and ad hoc subcommittees may be formed to delve into specific areas of interest, and participation in these subcommittees is optional.
