Multiple Arrests Made In Portland Human Trafficking Sting Operation

Last week, the Portland Police Bureau (PPB) arrested nine individuals during a human trafficking sting operation conducted along Northeast 82nd Avenue and Sandy Boulevard. The operation took place on December 19 and was initiated in response to community concerns regarding disruptive activities in the area.

According to a police spokesperson, cases handled by the Human Trafficking Unit (HTU) are intricate, often involving multiple challenges such as repeated trauma, emotional ties to traffickers, and fears of retaliation. The unit prioritizes a trauma-informed, victim-centered strategy, collaborating with local organizations.

The arrested individuals, aged between 20 and 49, face charges related to commercial sexual solicitation and unlawful prostitution procurement. They hail from various cities in Oregon and Washington, including Portland, Vancouver, Salem, Beaverton, and Forest Grove.

During the operation, police towed two vehicles and collected evidence for ongoing trafficking investigations. The effort involved collaboration among multiple law enforcement agencies, including various precincts of the Portland police, the Multnomah County District Attorney’s Office, and Multnomah County Parole & Probation.

Nine people were arrested during the patrol:

– Raymond Campos, 27

– Blake Dufault, 31

– Valentin Guzman-Garcia, 40

– Yousif Ishag, 49

– Dylan Jenkins, 35

– David Machic Riscajche, 24

– Felix Reyna Mandujuano, 48

– Antonio Riscajche, 20

– Douglas Xiquin-Zzpeta, 23

Victim services specialists reached out to approximately seven individuals identified as potential trafficking victims, providing them with assistance and resources through the police bureau’s Victim Services Unit and Safety Compass, a nonprofit organization dedicated to supporting survivors under the age of 25.
